Developing an Assessment Framework for Children with Disabilities

The Czech government and local authorities in pilot counties this year asked Lumos' Czech team to assist in the development of appropriate tools to assess the health, development and needs of children with disabilities.  The Ministry of Labour and Social Affairs (MOLSA) with support from the European Commission, is implementing a process of transforming Social Care homes.  These are institutions for people with disabilities and although they predominantly look after adults, many of them also accommodate small groups of children.  These children with disabilities are particularly vulnerable in the social care homes.  But they are also vulnerable during the process of deinstitutionalisation, as their needs are quite different to those of the adults.

Over the past few years, Lumos has worked closely with MOLSA and the National Transformation Centre to ensure that the children with disabilities will be prioritised in the process of reform and that specialised services will be developed to meet their needs.

In order to plan the right future placement and support for each child, a holistic assessment is required.  The government and local authorities found that the assessment tools they currently used were not sufficient and they asked Lumos for support.

Working with local and international experts, our team developed the new assessment framework, which will now be used to assess all children with disabilities in the Czech Republic, in order to plan the right support programme for them for the future, so that they are are protected and provided with the care they need to develop to their full potential.
