Lumos in Bulgaria

Lumos is a relative newcomer to Bulgaria. In 2010, the Bulgarian government adopted a "Vision for Deinstitutionalisation" as a National Strategy, with the aim of closing all its 137 large-scale residential institutions for children by 2025. Lumos was asked by the State Agency for Child Protection (SACP) - the body responsible for implementing the National Strategy - to provide technical assistance. We set up a country office in 2010.

Since then we have worked effectively to support SACP by identifying groups of children at severe risk and implementing immediate action to respond to their health, development and protection. Our work has included intensive interactive work with children suffering from malnutrition; a pilot scheme working with children with challenging behaviour; advocacy to obtain treatment for children with hydrocephalus and programmes to obtain access to occupational therapy/physiotheraphy.

Alongside this we launched two pilot projects in the regions of Varna and Dobrich (with nine institutions) where we assist local authorities in the closure of these institutions and develop the community-based services required to replace them.
