Setting Standards in Social Services

The process of deinstitutionalisation involves the establishment of many different services across the country – such as family support services, foster care, small group homes and community based social services.  It is essential that these services are properly licensed and inspected to ensure minimum standards of care are respected, in order that children are protected and can develop to their full potential. 

Lumos works closely with the government of Moldova on the development and implementation of a legal and policy framework for the development of the inspection system for social services.  This is known as the Mechanism for the Accreditation, Licensing and Monitoring (MALM).

The UK inspection service under OFSTED agreed to provide specialist advice and support to the development of an inspection system in Moldova.  Despite continued constitutional crisis and changes in Government over the past three years, we have achieved significant milestones.  Lumos advised the Ministry of Labour, Social Protection and Family on a law which stipulates the creation of a National Council for the Accreditation of Social Service Providers - from now on every social service provider shall from now on have to obtain a certificate of accreditation valid for 5 years, which they risk losing if they fail to conform to the Council’s standards.
